Why does my cat do this?

He skids around the floors like a maniac and will only drink water from the tap or as dregs at the bottom of the sink

He is neutered and had his tail removed following an accident where his tail was ran over by a car. Luckily he survived this and the vet said there were no imminent kidney problems reulting from this.

But..

He still pees everywhere…and I mean everywhere, he has peed on my bed countless times, on piles of clean clothes, on my shoes in the cupboard and has even deficated in the closet too as well as just on the floor in general.

He always uses his litter tray though, so I cant really understand this behavior

I am at my wits end….is he just traumatised still? Its been 2 years since his accident and hes been a house cat ever since…hes been outside a few times but he gets skittish and howls to come in after a little while

Any ideas?
For the person who suggested a cat flap…I live in a 3rd story apartment, so thats not at all possible

I had a cat who always used the litter box until one day he started going on the floor … and the vet said it was a kidney infection. He peed all over because he always had to pee! Antibiotics cleared up the problem.
