why in some cases they use a steel sheet pile instead of diaphragm or secant pile wall?

Steel sheet piles are more economical than using diaphragm/ secant pile walls ( I presume you refer to protection of your excavation works from caving in).
However, use of steel piles have some limitations. In most cases it cannot be used as water barrier; to prevent ground water coming into your pit. You just insert the steel plates between the flanges of the previously driven steel beams. It can also be retrieved later on when the project is done.
Diaphragm/ Secant piles are used in a relatively more difficult situation (e.g., ground water is present, building wall is too close to property line, non-retrievable and can form a permanent part of the perimeter walls, etc.)
Therefore, in cases where the excavation is shallow… or not below the ground water level, just use steel sheet piles…its more economical.
The rule of the thumb in construction… Minimize the expenses, and maximize the profit.
