I think my cat has hemorrhoids (PILES)…?

A few months ago my cat went missing for about 2 months.
When we found her she was in a terrible state.
She was all skin and bones and her tail had a nasty gash which went straight to the bone and had to be amputated.
I noticed she had a red, sore looking lump on her bum but I thought nothing of it as I thought it was just another injury.
But since we got her back (which was about 2 months ago) it hasn’t gone.
It’s still the same size and it still looks red and sore.
My boyfriend said he thought it was hemorrhoids because his dog has the same problem.
If it is hemorrhoids can I do anything to get rid of it?

If you took your cat to the vet to have it’s tail amputated, they should have noticed that, especially since I’m sure they gave her a physical prior to surgery.
